In November 2024, Telangana issued Government Order 41, giving electric vehicles bought and registered in the state a 100% exemption from road tax and registration fee until 31 December 2026. That date is now nine weeks away. As of 29 October 2026 we can find no notification extending it. Whether or not the state chooses to renew the waiver, the next two months will change how EVs are bought and sold in Hyderabad, and the owner of a two to four year old Nexon EV, Tiago EV, ZS EV, Punch EV, Ather or TVS iQube has a decision to make. Our view: list it in November.
What GO 41 Gives, and When It Stops
Transport Minister Ponnam Prabhakar announced the order on 17 November 2024, and it took effect on 18 November 2024, as reported by Autocar Professional, Autocar India, Deccan Herald and The South First. The exemption is a full waiver of both road tax (the one-time life tax Telangana charges at first registration) and the registration fee, for electric vehicles bought and registered in the state. It applies regardless of how many vehicles are sold, which was a change from the earlier 2020 policy that capped the benefit at the first 5,000 units in some categories.
The categories covered are broad: electric two-wheelers, electric three-wheeler passenger autos, electric private cars, commercial passenger EVs such as taxis, electric tractors, and electric buses used by private companies for staff transport. Buses run by the state transport corporation get the exemption for the life of the vehicle. For everyone else, the waiver applies to vehicles sold up to and including 31 December 2026.
What happens on 1 January 2027 is not yet written. The state may extend the order, replace it, or let it lapse. Several other states have already made their choice, and the direction has mostly been towards taxing EVs again, which is why we think Hyderabad owners should plan for the lapse and treat an extension as a bonus.
Reported, not notified. We checked for any extension of GO 41 on 29 October 2026 and found none. A state-by-state tracker dated October 2026 still lists the Telangana waiver as ending on 31 December 2026 and advises buyers to confirm with the RTO. If the Transport Department notifies a change, we will update this page. Until then, the only safe assumption for a purchase is the date in the order.
What a New EV Would Cost From January
If the waiver lapses, an electric car registered in Telangana from 1 January 2027 would be taxed like any other new car. Telangana's life tax on new private cars is charged as a percentage of the vehicle's cost. The slabs most widely reported, including by Deccan Chronicle when the structure was revised in May 2022 and by current tax guides, are 13% for cars costing under Rs. 5 Lakh, 14% between Rs. 5 Lakh and Rs. 10 Lakh, 17% between Rs. 10 Lakh and Rs. 20 Lakh, and 18% above Rs. 20 Lakh. Second and subsequent cars in the same name, and company-owned cars, are reported to pay higher rates. Some guides show different figures for the top bands, so treat these as a working estimate and confirm the exact amount with the Telangana Transport Department or your RTO before you budget.
Here is the worked example that matters for a mid-range electric car.
| Item | Registered in December 2026 | Registered from 1 January 2027 (if waiver lapses) |
|---|---|---|
| Vehicle cost (example) | Rs. 15 Lakh | Rs. 15 Lakh |
| Life tax slab | Exempt under GO 41 | 17% reported for Rs. 10-20 Lakh band |
| Life tax payable | Nil under the waiver | About Rs. 2.55 Lakh |
| Registration fee | Exempt under GO 41 | Standard fee applies |
| Difference | About Rs. 2.55 Lakh plus the registration fee, on the same car, a few weeks apart | |
For a Rs. 8 Lakh electric hatchback the gap would be about Rs. 1.12 Lakh at the reported 14% slab. For a Rs. 25 Lakh electric SUV it would be about Rs. 4.5 Lakh at 18%. On an electric scooter the sums are smaller but the percentage is similar, which is why December is likely to be a very busy month at Hyderabad's EV showrooms. Note that from 1 March 2026 Telangana also levies a one-time road safety cess at first registration, reported by The South First at Rs. 5,000 for cars; we have seen this from a single source and have not confirmed whether EVs are covered, so ask your dealer.
How Other States Have Handled the Same Question
Telangana is not deciding in a vacuum. Over the past eighteen months several large EV markets have reached the end of their own waivers, and the pattern tells Hyderabad buyers what to expect.
| State | Position on EV Road Tax (as of 29 October 2026) |
|---|---|
| Telangana | 100% exemption from road tax and registration fee until 31 December 2026 (GO 41). No extension notified. |
| Karnataka | Exemption ended April 2026. Electric cars now pay life tax of 5% up to Rs. 10 Lakh, 8% from Rs. 10 Lakh to Rs. 25 Lakh and 10% above. Electric two-wheelers remain exempt. |
| Gujarat | Motor vehicle tax on EVs cut from 6% to 1% in April 2025; the concession expired on 31 March 2026. A new policy has been reported but we have not seen an official notification; confirm with the RTO. |
| Maharashtra | A 6% tax on EVs priced above Rs. 30 Lakh was proposed in the March 2025 budget and then withdrawn by the Chief Minister in the same month. EVs remain exempt from road tax and registration fee. |
| Delhi | EV Policy 2026 in force from 1 July 2026 to 31 March 2030: 100% exemption from road tax and registration fee on electric cars up to Rs. 30 Lakh ex-showroom; cars above that pay the standard rates. |
The Karnataka change is the closest parallel. Bengaluru buyers had a long-standing full exemption, the state cited revenue pressure, and from April 2026 new electric cars moved to a 5% to 10% slab while two-wheelers stayed exempt. We covered the detail and what it did to used-EV pricing in Karnataka ends the EV tax-free era from April. Delhi went the other way and kept the waiver with a price cap; our guide to Delhi's Rs. 30 Lakh cap explains how that works. Telangana could follow either model. Either way, the final weeks of a confirmed waiver are the moment the market moves.
Two Moves for Hyderabad EV Owners
There are two kinds of people reading this: the owner who is about to buy a new EV and has an old car to dispose of, and the owner who already runs an EV and wonders whether its resale value is about to change. Both should act in November, for different reasons.
Move A: Buying a new EV? Register in December, but sell your old car privately first
If you are planning an electric car anyway, registering it before 31 December saves the full life tax and registration fee, which on a Rs. 15 Lakh car is about Rs. 2.55 Lakh at the reported slab. That is a strong reason to complete the purchase in December. The catch is what happens to your current car. Dealers will be dealing with a year-end rush, stock will be tight, and an exchange offer made at a busy counter in the third week of December is unlikely to be generous. The dealer has to hold your car through January, when many buyers will be waiting to see what the state does next, and that risk comes off the price offered to you.
The alternative is to sell the old car yourself in November, when private buyers are active ahead of the festival season and before the December rush, and walk into the showroom in December with cash and no trade-in to negotiate. On Sell My Car in Hyderabad you type the registration number, pay Rs. 99, and the listing goes live with a Verified badge and the RC details from the VAHAN record. There is no commission on the sale, so the full price stays with you.
Move B: Already own a used EV? November catches both waves of buyers
If you own a 2022 to 2024 Nexon EV, Tiago EV, MG ZS EV, Punch EV, or an Ather 450, Ola S1 or TVS iQube, two things are about to happen to your buyer pool.
In December, some of the people queuing for a new EV will not get delivery in time, or will find the variant they want out of stock, and a two-year-old example of the same model at a sensible price becomes the practical answer. Others will be selling their petrol car into a crowded market and want to shop used to keep the budget in check.
From January, if the waiver lapses, every new electric car in Telangana carries life tax that a used one does not. A used EV is taxed only on transfer, and the transfer fee is a fraction of life tax. The gap between a new Nexon EV and a three-year-old one widens overnight, and the used car becomes relatively more attractive than it is today. Buyers who sat out the December rush will come back in January looking for exactly that value. A listing that goes live in November is already ranked, already has enquiries and viewing history, and is in front of both groups. A listing that goes live on 2 January starts from zero in a crowded week.
Why not wait for January prices? Because the January effect depends on the waiver actually lapsing, and you cannot know that today. Listing in November gives you the December demand for certain, and the January demand if it comes. Waiting gives you only the second, and only if the state does not extend. The asymmetry favours listing now, and you can always hold your price if the first offers are low.

What a Used-EV Listing in Hyderabad Must Show
A used electric car is sold on different evidence from a petrol car. Nobody asks about timing belts; everyone asks about the battery. A listing that answers the battery question up front gets the serious enquiries and skips the tyre-kickers. Here is what to put together before you list.
- Battery state-of-health report. Book a service-centre visit and ask for the battery SoH printout, which most manufacturers can generate from the car's diagnostics. A figure above 90% on a three-year-old car is a strong selling point; put the number and the date in the listing. Our tip on lithium battery health in Indian heat explains what the number means for a car that has lived through Hyderabad summers.
- Warranty transfer in writing. Most Indian EV makers offer eight-year battery warranties, but the terms differ on whether the balance transfers to a second owner, and a few headline "lifetime" warranties apply only to the first owner. Get written confirmation from the manufacturer or dealer of what the next owner receives. Read EV battery warranty terms in India and our report on lifetime battery warranties that do not transfer before you promise anything.
- Charger, cable and installation. The home wall-box and the portable charging cable are part of the sale unless you say otherwise. State clearly what is included and whether the wall-box can be removed from your parking spot and refitted at the buyer's home. If a Hyderabad apartment society installed it under a shared arrangement, say so.
- Hypothecation cleared. Most EVs bought in 2022-2024 were financed. Close the loan, collect the lender's NOC and signed Form 35, and have the hypothecation removed from the RC before you list. A buyer running the VAHAN check will see the lender flag immediately, and a car showing a bank's name loses buyers who need their own loan.
- Fuel type on the RC. The VAHAN record for an electric car shows the fuel type as ELECTRIC(BOV), short for battery-operated vehicle. Check your RC shows this correctly. A green number plate and the right fuel code are what buyers, and insurers, look for first.
- Service history and software updates. EVs get over-the-air and workshop software updates that change range and charging behaviour. Note the last service date and any battery or motor recalls completed.
- Honest range figures. State the real-world range you get in Hyderabad traffic, not the brochure figure. Buyers trust a seller who says "about 230 km in the city with air-conditioning" over one who repeats the 465 km claim.
- List it verified for Rs. 99. Type the registration number on Sell My Car in Hyderabad. The listing is cross-checked against the VAHAN database and shows the Verified badge with RC status, registration date, fuel type, owner count and lender flag. On average, based on VahanBazaar listings data, verified listings get about 3x more enquiries.
Research the asking prices first. Browse used cars in Hyderabad and the model page for the used Tata Nexon, filter for electric, and look at cars of the same year, variant and battery size. Price at the market. A fairly priced EV with a battery report sells in the first fortnight; an optimistic one sits into January, where you lose the December wave.
Buying a Used EV in Hyderabad? Run These Checks First
The same logic that makes November a good month to sell makes December and January busy months to buy, and a busy market is where mistakes happen. Before you pay a token on any used electric car or scooter, do two things.
First, run the Rs. 99 RC check on the registration number at Vahan Verify. It reads the vehicle's VAHAN record and shows the registration status, the fuel type (which should say ELECTRIC(BOV)), the registration date, the owner serial, the lender or hypothecation flag and the blacklist flag. If the car was registered in Telangana under GO 41 you will see a Telangana registration and a date between 18 November 2024 and the sale date; if it was registered elsewhere and brought in, you will need to budget for re-registration and whatever tax Telangana charges at that point. The Full Report at Rs. 149 adds pending challans, which matter on a car that has been running on Hyderabad's roads for three years.
Second, ask for the battery state-of-health report and the warranty transfer letter described above, and insist on seeing the original RC. Our tip on the used electric car VAHAN and battery check walks through the full sequence.
Re-registration is not free. If you buy a used EV registered in another state and bring it to Telangana, the state's tax rules at the time of re-registration apply, and the GO 41 waiver covers vehicles bought and registered in Telangana. A bargain from Bengaluru or Pune may cost more than it looks once the RTO is done with it. Confirm the position with your RTO before you agree a price.
What This Means for Used EV Sellers and Buyers in Hyderabad
For sellers, the facts line up in one direction. The waiver has a published end date of 31 December 2026, no extension has been notified as of 29 October, and the states that reached the same point before Telangana mostly reintroduced tax. December will bring a rush of new-EV buyers whose trade-in offers will be squeezed, and January may bring a structural shift in favour of used EVs. The one move that captures both is to list in November with a battery report, a clean RC and a verified badge, and price at the market.
For buyers, the message is patience and paperwork. If you want a new EV and the sums work, December is the month, but do not accept a poor exchange value for your old car just because the showroom is busy; sell it privately first. If you want a used EV, the best value may well arrive in January, and the Rs. 99 RC check plus a battery report is what separates a good buy from an expensive lesson.
This article is general information and not legal, tax or financial advice. Tax slabs and policy dates are as reported by the sources named and may be revised; confirm them with the Telangana Transport Department, your RTO, your insurer and, if the vehicle was financed, your lender before you buy or sell.
Nine Weeks Left on the Waiver. Be Listed for Both Waves
A verified listing is cross-checked against the VAHAN database and carries a Verified badge with the fuel type, registration date and lender flag buyers want to see. Rs. 99, priority placement, no commission.
Frequently Asked Questions
Under Government Order 41 of November 2024, Telangana gives a 100% exemption from road tax and registration fee on electric vehicles bought and registered in the state until 31 December 2026. As of 29 October 2026 no extension has been notified. An electric car registered on or after 1 January 2027 would pay the normal life tax unless the state issues a fresh order. Confirm the position with your RTO before you book.
Telangana's life tax on a new private car costing between Rs. 10 Lakh and Rs. 20 Lakh is reported at 17% of the vehicle cost. On a Rs. 15 Lakh car that is about Rs. 2.55 Lakh, plus the registration fee, which the waiver also covers today. The slab figures are as reported by Deccan Chronicle and tax guides; confirm the exact amount with the Telangana Transport Department or your RTO.
A November listing reaches two groups of buyers. In December, people rushing to register a new EV before the waiver ends will be offered exchange values that dealers squeeze because they are busy, so some will prefer to sell their old car privately and others will shop used instead of queuing. From January, if new EVs carry tax, a two to four year old used EV becomes relatively better value. Listing in November puts your car in front of both waves.
Run the Rs. 99 RC check on the registration number. It reads the VAHAN record and shows the fuel type, which should read ELECTRIC(BOV), the registration date, owner serial, lender or hypothecation flag and blacklist flag. The Full Report at Rs. 149 adds pending challans. Separately ask the seller for a dealer battery state-of-health printout, the charger and its cable, and written confirmation from the manufacturer that the battery warranty transfers to you.
