It was a week of big numbers and small print. The August registration data came in at a record, and underneath it sat a waiting list, a stock gap and a fast-growing electric share. The rules that moved were quieter but reach further into a used sale: an unpaid challan can now end in a locked RC, and a FASTag with the wrong number on it is being switched off. The week closed with a run of guides for people buying working vehicles, where a lapsed date costs far more than it does on a private car.
The Market: A Record August With a Queue Behind It
FADA counted 24,23,201 vehicles registered across all categories in August 2026, up 17.51 percent and the biggest August on record. That did not mean showrooms were full. The largest carmaker had roughly 1.8 Lakh orders it could not fill and about 16 days of stock in its network. With Navratri on 11 October and Diwali on 8 November, many cars booked this week will not arrive for either, which pushes some buyers towards a used car they can drive home now.
Across the wider industry, the picture was the reverse. Factories despatched 4,39,309 cars in August against 4,02,398 retailed, leaving 36,911 more cars in dealer yards before the festive rush. Full yards squeeze the exchange price a dealer offers on an old car, which makes a private sale in late September the better deal for many sellers.
The fuel mix kept shifting. EVs took 12.3 percent of all registrations in August, and electric two-wheeler share passed 10.5 percent. Scooters grew 23.8 percent against 2.4 percent for motorcycles, so a wave of used scooters is on its way. Goods three-wheelers had their biggest August, up 34.9 percent, and most first-time fleet owners buy them used.

Rules: When a Small Due Becomes a Stopped Sale
The change most likely to catch a used-car deal is the challan ladder. Under the amended rules, a challan ignored for 45 days is treated as accepted, the money falls due within 30 more days, and after that the VAHAN record itself can be blocked until the dues are paid. A blocked record does not cost money. It stops the transfer. Drivers face their own rungs: three red-light or rash-driving challans can cost three months of driving, and five offences in a year can put the licence up for disqualification.
Tolls moved the same way. NHAI told every FASTag issuing bank to verify the registration number on each tag and blacklist the ones that do not match. Most bad records are old ones, written before FASTag met the VAHAN database, which puts the risk on older cars, meaning the whole used market. Separately, the Rs 350 monthly Local Pass now runs at 121 plazas, but a pass pays for the next trip, not the last one.
Three smaller items round it out. A battery scooter needs no registration only if its motor is under 250 W and it tops out at 25 km/h, both together, so many "no RC needed" e-scooters are not exempt. Delhi's scheme giving 1,300 pink e-autos to women and transgender drivers comes with a three-year lock-in a used buyer must respect. And a digital RC on your phone is legally equal to the paper one, though holding a document is not the same as the record being clean.
The common thread. Challans, toll dues and road tax are all tied to the registration number, not to the person who ran them up. Whatever a seller leaves unpaid becomes the buyer's problem the day the RC moves.

Working Vehicles: Where a Lapsed Date Costs the Most
Commercial vehicle wholesales rose 30.7 percent in August, and older fleet vehicles are coming onto the used market. They carry risks a car does not. Since 8 May 2026, a lapsed fitness certificate on a bus or truck starts a 180-day countdown to an end-of-life tag, and permits usually do not move with the vehicle. A lapsed policy is the first domino: no insurance, no fitness; no fitness, no permit. Goods-vehicle road tax is paid on a cycle, so arrears follow the truck to its next owner. And an articulated truck is two vehicles with two RCs, so both numbers need checking.

Inspection: What the Seller's Paperwork Cannot Prove
About 60 Lakh used cars will change hands this fiscal, and no law requires the kilometre reading to be written down anywhere. Bikes are worse, because a digital cluster resets without a trace. A thick service folder is the cheapest thing in the deal to fake, and an engine number that does not match the RC becomes the buyer's problem.
The car itself still talks, if you know where to look. Every pane of glass carries a factory date, and some cars have the VIN etched on every window. A headlamp newer than the car points to a front hit. Paint over the bolts in the engine bay shows whether a panel came off. What This Means for Used Car Buyers and Sellers
For sellers, the timing is now. Dealer yards are full, so exchange quotes are tight, and the new-car waiting list is sending buyers to the used market. Clear your challans before you list, because an old one can now block the transfer. Report the sale within 14 days, since the seller stays liable until the RC moves.
For buyers, the festive rush is the risk. With Navratri close, the pressure is to pay a token fast. Read the record first: owner count, loan entry, blacklist flags, fitness and insurance dates, tax validity and pending challans. None of it shows in the metal or in a photo, and all of it follows the vehicle to you.
