A retrofitted CNG car is an attractive thing to buy. Gas is cheaper to run than petrol, the conversion has already been paid for by the previous owner, and the price of the car usually reflects the fuel type only partly. That combination is real, and plenty of buyers get a good deal out of it. The problem is that a retrofit is not one purchase decision. It is three: a kit, a cylinder, and a set of papers. They are fitted at different times, approved by different authorities, and they can each be right or wrong independently of the others. A car can have an approved kit on an untested cylinder. It can have a perfect cylinder in a badly cut boot. It can have both done properly and still carry a registration certificate that describes a petrol car. A buyer who turns the key, hears it run on gas, and concludes the conversion is fine has checked none of the three.

A Retrofit Is Three Separate Things, Not One

Start by separating what most people run together in their heads. CNG kit retrofitment in India is regulated under the Central Motor Vehicles Rules and the Automotive Industry Standard AIS-024. Under that framework, the kit itself must carry type approval from a recognised testing agency such as the Automotive Research Association of India. That is the first thing: an approved design, tested as a system.

The second thing is the cylinder. It is not part of the kit approval in any way a buyer can assume. A cylinder is a pressure vessel with its own identity and its own history — it carries an approval stamp from the Chief Controller of Explosives under the Petroleum and Explosives Safety Organisation, a manufacturer identification number, a manufacture date, and a hydro-test certificate that has to be renewed on a fixed interval. A perfectly good kit can be running off a cylinder nobody has tested in years.

The third thing is the paperwork. A change of fuel must be endorsed on the Registration Certificate, and the RTO validates that endorsement using the kit's type approval certificate together with the installation certificate issued by the retrofitter. Importantly, this endorsement applies equally to an aftermarket retrofit and to a car that left the factory on CNG. There is no category of conversion that is exempt because it was done privately or done well.

This piece is the other side of the same transaction: you are looking at a car somebody else already converted, and your job is to establish whether all three parts were done, not whether any of them was.

Check One: Is the Fuel Type Endorsed on the RC?

This is the most important check in the article and, conveniently, the cheapest and fastest. The national vehicle record holds a fuel type against every registration number. For a converted car that was regularised properly, that field reflects the conversion. For a converted car that was never taken back to the RTO, it still says petrol.

So the test is simple to state. Run the registration number, read the fuel type on the record, and compare it with the car standing in front of you. If the car has a filler point under the bonnet or behind the flap, a changeover switch on the dashboard, and a cylinder in the boot, but the record describes a petrol vehicle, then the conversion was never regularised. That is the single most valuable thing a buyer can learn about a retrofitted car, and it is available before you have driven anywhere or paid anybody.

Be clear about what an unendorsed conversion actually means, because the consequences are usually described either too casually or too dramatically. It means the vehicle's papers do not describe the vehicle. Everything downstream of those papers is built on a description that is wrong. At transfer, the buyer is taking ownership of a record that does not match the machine, and the mismatch does not disappear when the RC changes hands — it becomes yours to correct. At fitness and pollution testing, the vehicle is being assessed against a fuel type it is not running on. And with the insurer, a modification that was never declared and never recorded creates real exposure, because insurers require modifications to be declared and a policy is written against the vehicle as described.

We are deliberately not attaching a penalty figure or promising you that a claim would be rejected. Neither of those is something anyone can state as a general rule, and the specifics depend on the state, the officer, the policy wording and the circumstances. What can be stated plainly is this: an unendorsed conversion puts you in a position where the official description of your car and the car itself disagree, and you will be the one holding that disagreement at every future checkpoint. That is not a risk worth taking for a discount.

The endorsement is not a formality the seller can promise to do later. The RTO validates it against the kit's type approval certificate and the retrofitter's installation certificate. If the seller cannot produce those two documents, the endorsement cannot be obtained — not by them, and not by you after the sale. "We will get it added" is only credible when the paperwork that supports the addition already exists. Ask to see it before you accept the promise. Read the Fuel Type Before You See the Car

Check Two: The Cylinder's Stamps and Dates

The cylinder is the safety-critical component, and it is the one a buyer is most likely to skip because it is inconvenient to look at. Everything else on a converted car can be wrong and cost you money. A cylinder can be wrong and cost you considerably more than that. It is a vessel holding gas at high pressure, sitting a metre from where people sit, and it is the one component on the car whose failure mode is not a breakdown.

What you are looking for is an identity and a test date. The cylinder should carry a CCoE stamp under the Petroleum and Explosives Safety Organisation, a manufacturer identification number, and a manufacture date. Those markings establish that it is an approved vessel from a known maker, made at a known time, rather than an unidentified tank someone sourced cheaply.

Then there is the hydro-test certificate, which is the part most buyers have never heard of. A CNG cylinder hydro-test certificate is valid for three years and is renewable, and the testing is carried out at cylinder testing stations approved by PESO. The interval is the whole point: a cylinder is not certified once and trusted forever, it is re-established as fit on a recurring schedule. An expired certificate does not mean the cylinder has failed. It means nobody currently knows whether it would. On a used car whose history you are relying on the seller to describe, that is exactly the wrong thing not to know. Practically, this means asking the seller to open the boot and show you the cylinder and its markings in person. Not a photograph they took last year. Not a description. The actual vessel, with the stamps readable. Then ask for the hydro-test certificate and check the date on it against today, exactly as you would check an insurance expiry date on any other used car.

A cylinder you cannot see is a finding in itself. Some conversions are finished with a boot floor laid over the cylinder and fixed down, leaving no inspection panel and no access to the stamped plate. That may have been done for tidiness, but the effect is that the one component most in need of periodic inspection cannot be inspected without dismantling. If the seller cannot show you the markings, you cannot verify the cylinder, and no amount of reassurance replaces the reading. Treat it as a reason to walk unless they are willing to open it up.

Ask one more question while the boot is open: when was the last test done, and where? A seller who converted the car themselves and has kept it properly will usually know the answer and have the certificate. A seller who bought the car already converted may not, and that is not dishonesty — but it does mean the cylinder's history starts from the day they bought it, and you should price and plan accordingly.

Check Three: The Quality of the Installation

The first two checks tell you whether the conversion is legal and whether the cylinder is an approved, tested one. Neither tells you whether the job was done well. Two installations using identical approved kits and identical approved cylinders can be worlds apart in workmanship, and workmanship is what you live with every day you own the car.

What the photographs can read

How the cylinder is mounted is the first thing. Proper installations use fabricated brackets bolted into structure, so the cylinder cannot move relative to the car under braking or impact. Improvised straps, jubilee clips, or a cylinder resting on foam and held by tension are all visible in an image and all mean the same thing. Next, whether the boot floor was cut, and if so how neatly — a clean, sealed, purposeful cut is a different signal from a jagged opening with exposed edges and no sealing.

Then the gas lines: how they are routed, whether they are clipped and protected along their length, and whether they run clear of heat sources and sharp edges rather than resting against them. A line that has been zip-tied to a brake pipe or laid across the exhaust side of the car is a photograph that tells you everything about the rest of the job. The filler point matters too — its condition, how it is mounted, whether the surrounding panel was cut cleanly and sealed. Finally, wiring: the quality of the connections at the changeover switch on the dashboard and at the control unit, and whether it looks loomed and terminated or twisted and taped. Staining, discolouration or corrosion around any of the fittings is also readable, and is worth asking about.

What photographs cannot do. They cannot leak-test the system. Pressure and leak testing has to be done physically, at a workshop equipped for gas work, with the right equipment and a technician who knows what they are looking at. An image review narrows down where to look and tells you whether the installation deserves a closer look at all — it does not replace the test. If the car passes the paperwork and the cylinder checks and looks well installed, a leak test at a gas-approved workshop before you commit is money well spent.

What a Retrofit Does to the Rest of the Car

A conversion is not neutral to the vehicle around it, and a buyer should go in with clear eyes about what changes. The most obvious effect is boot space: a cylinder occupies a meaningful part of it, and on a hatchback that can be most of the usable luggage area. If the car is meant to carry a family and its luggage, sit in it and load it before you decide, rather than accepting a number from a listing.

The second effect is weight. A cylinder and its mountings are not light, and they sit behind the rear axle line. That changes how the car sits and how it behaves when loaded, and it is worth a longer test drive than you would give a petrol car, preferably with somebody in the back.

The third effect is on the engine's service needs. Running on gas places different demands on valves and ignition components than running on petrol does. We are not going to put a number on that, because the honest answer varies by engine, by kit, by how the car was driven and how it was maintained — and invented figures for power loss, mileage or component life are exactly the kind of thing that gets repeated until it sounds like fact. What follows from it practically is simple and reliable: a retrofitted car's service history matters more than a comparable petrol car's, not less. Ask for the record, look for regular attention to the ignition side, and treat a converted car with no service history as a bigger unknown than a petrol car with no service history.

The Order to Do Them In

Sequence matters here more than most buyers realise, because the three checks differ enormously in what they cost you in time and travel. Doing them in the right order means most bad cars are eliminated before you have left the house.

  1. The record, first and remotely. Take the registration number from the listing and pull the VAHAN record before you arrange to see the car. It is the cheapest of the three, the fastest, and the most decisive. If the fuel type does not reflect the conversion, you have your answer and you have not spent a Saturday on it. A car that fails check one does not need checks two and three yet — it needs the seller to obtain an endorsement, which they can only do if the kit and installation paperwork exists.
  2. The cylinder stamps, in person, at the viewing. Once the record is clean, the next thing to do is physically open the boot and read the cylinder. The CCoE stamp, the manufacturer identification number, the manufacture date, and then the hydro-test certificate and its date. This is a five-minute job that needs you standing at the car, and it is the check most likely to be skipped because it feels awkward to ask. Ask anyway.
  3. The kit and installation paperwork, at the same viewing. While you are there, ask for the type approval reference for the kit and the installation certificate from the retrofitter. These are the documents that supported the RC endorsement in the first place, so a properly regularised car should have them. Their absence on an endorsed car is not fatal, but it is worth a question.
  4. The installation quality, from photographs. With the first three cleared, run the photographs through an inspection before you negotiate. This is where you find out whether you are buying a professional job or a cheap one, and it gives you specific, concrete things to raise rather than a vague sense that something looked off.
  5. The leak test, last, before the money moves. If everything above holds up and you intend to buy, get the system pressure and leak tested at a workshop equipped for gas work. Make it a condition of the sale rather than a favour you ask for afterwards.

The logic of that order is that each step is more expensive than the last in time, travel or money, and each one eliminates a category of car that the later steps would have wasted effort on. What This Means for Used Car Buyers

None of this is an argument against buying a retrofitted CNG car. It is the opposite. A conversion that was done on an approved kit, on an approved and currently tested cylinder, by a retrofitter who issued a proper installation certificate, and that carries a fuel-type endorsement on the RC, is a genuinely good used purchase. The previous owner absorbed the cost of the conversion. You inherit the lower running cost from day one. On a car you are going to keep for several years and drive properly, that saving is substantial and it is real.

The job of this article is not to talk you out of that car. It is to help you separate that car from the one parked next to it, which looks identical in a listing photograph, runs on gas just as smoothly on a test drive, and has an undocumented cylinder of unknown age under a screwed-down boot floor with a registration certificate that still says petrol. Those two cars often sit at similar asking prices, precisely because most buyers cannot tell them apart and so the market does not price the difference.

That is where the advantage sits for a buyer who does the three checks. You are not paying more for certainty; you are refusing to pay the same for uncertainty. A record check for Rs 49 and an inspection for Rs 249 are small numbers against the price of any car, and between them they cover two of the three checks completely. The third — reading the cylinder and its certificate in person — costs nothing but the willingness to ask.

One last thing worth saying plainly, because it cuts both ways: if a seller has done the conversion properly, they will be glad you asked. The paperwork exists, the certificate is in a folder, and being asked about it is a chance to demonstrate that their car is the good one. A seller who becomes evasive about the cylinder, the certificate or the endorsement is answering your question regardless of what they say. Read the reaction as part of the check.
