Before You Start
Three things to know upfront: (1) HSRP is mandatory, not optional — a vehicle without HSRP in 2026 is technically non-compliant and liable to a Rs 5000-10000 fine under MV Act Section 177 in states with active enforcement. (2) Only state-approved manufacturers — typically Rosmerta, Real Mazon, Utsav Safety Systems, FTA HSRP Solutions — can supply the plate. Any other plate is a counterfeit, no matter how real it looks. (3) You book through the central bookmyhsrp.com portal or your state transport department portal, pay online, and attend a fitment appointment at a designated centre with your RC and ID proof.
1. Why HSRP Was Introduced
Before HSRP, Indian plates were either pressed aluminium painted with stencil ink, or plastic plates stuck with ordinary adhesive. Both were trivially easy to copy at any roadside embossing shop for Rs 200-500. The security consequences were well-documented: roughly 25-30 percent of stolen vehicles in Tier-1 cities in 2015-2018 were being re-registered under faked plates within 72 hours, and toll evasion using cloned commercial number plates was estimated at Rs 400-600 Crore per year by NHAI.
The HSRP concept was imported from European standards — specifically the UK's reflective plate system and Germany's physical-security plate regulation — adapted for Indian conditions. The first pilot ran in Delhi in 2012-2013, expanded to Maharashtra, Haryana and Punjab by 2016, and went national via MoRTH notification under CMVR Rule 50 and related amendments in April 2019.
Three design objectives were baked in. First, non-reusable fitment — once a plate is riveted onto a vehicle, it cannot be removed without visible damage. Second, tamper-evident identification — a chromium hologram and laser-etched number prove provenance without needing police forensics. Third, retro-reflectivity — the plate glows under even dim light, helping CCTV and dashboard cameras read it at night.
The result is a plate that costs a few hundred rupees more than the old one but raises the cost of counterfeiting from Rs 500 to over Rs 50000 per plate — a 100-fold barrier that makes plate fraud uneconomic for most criminals.
2. The Four Anti-Tamper Features
Feature 1 — Snap-lock rivets. Each HSRP is fitted with two non-reusable plastic-and-metal snap rivets that pass through the plate and the vehicle's mounting bracket. Once pressed home, the rivet head cannot be levered off without breaking; attempting to remove it damages the plate in a way that is immediately visible.
Feature 2 — Chromium hologram. A 20 mm x 20 mm chromium-coated holographic sticker with the Ashok Chakra and the words INDIA is bonded to the top-left of each plate. The hologram refracts light so that at different angles it shows different patterns — which cannot be reproduced by ordinary printing or foil-stamping.
Feature 3 — Laser-etched IND code. The top-right (on the front plate) or top-left (on the rear plate) carries a permanent laser-etched identification code — starting with IND followed by a unique 10-digit alphanumeric identifier (for example, IND20BA8291). This code is linked to the vehicle VAHAN record and cannot be rewritten; the laser mark is burned into the substrate, not printed.
Feature 4 — Retro-reflective sheeting. The plate background is covered with retro-reflective material supplied only to approved HSRP manufacturers. At night, headlight beams reflect straight back to the driver's eye and the camera sensor, making plate characters readable at 25-30 metres in dim light versus roughly 8-12 metres for a non-reflective painted plate.
| Feature | Location on plate | Tamper-evidence |
|---|---|---|
| Snap-lock rivet | 2 per plate — top left, top right | Breaks on removal |
| Chromium hologram | Top-left corner | Impossible to replicate photographically |
| Laser-etched IND code | Top-right (front) / top-left (rear) | Permanent, burned into substrate |
| Retro-reflective sheeting | Full plate background | Night readability verification |
3. The Colour-Coded Fuel Sticker
Along with HSRP, MoRTH also mandated a colour-coded fuel sticker — a small rectangle fitted to the inside of the windscreen at the top of the driver's side. The sticker is issued by the same HSRP vendor and is linked to the same VAHAN record as the plate.
Light blue sticker — petrol or CNG vehicle. Orange sticker — diesel vehicle. Green sticker — battery electric vehicle (EV). Grey sticker — any other fuel (hydrogen, rare).
The purpose is twofold. First, instant visual identification for traffic police and pollution-control authorities, relevant to Delhi's odd-even rules, Delhi NCR's BS-IV diesel phase-out, and any future restrictions by fuel type in metro cities. Second, cross-verification of the VAHAN record — if a car's sticker says diesel but the RC says petrol, something is off and deserves investigation.
The sticker must be replaced if it fades, peels or is removed. Replacement follows the same booking flow as HSRP — typically Rs 100-300 fee.
For EV owners specifically, the green HSRP background is distinct from petrol/diesel white. EVs in India carry a green-background HSRP with white characters as per the amended CMVR Rule 50(2)(b). This applies to Tata Nexon EV, MG ZS EV, Mahindra XUV400, BYD Atto 3, Tata Tiago EV, MG Comet and all other EVs first registered after October 2019.
4. The bookmyhsrp.com Booking Process
Step 1 — Open bookmyhsrp.com or your state transport department's HSRP portal. Maharashtra uses mahatranscom.in, Delhi uses hsrpdelhi.com, Karnataka uses bookmyhsrp.com with the Karnataka sub-domain. Most states route through bookmyhsrp.com central portal operated by authorised vendors like Rosmerta, Real Mazon, Utsav Safety Systems and FTA HSRP Solutions.
Step 2 — Select your state, RTO and vehicle type. The portal will ask for vehicle registration number, chassis number, engine number, and fuel type — these must exactly match the RC and VAHAN records. Mismatches are the single most common booking failure; always copy the exact characters from the RC, not from memory.
Step 3 — Review the plate specification and fuel sticker type. Confirm the vehicle category (car, motorcycle, tractor, bus). Choose fitment centre location — typically a network of authorised fitment centres per city; pick one near your home or office.
Step 4 — Pay online. Payment modes are UPI, net banking and debit/credit card. For a typical 4-wheeler in most states, the fee is Rs 600-1200 inclusive of both plates, the fuel sticker and fitment. Two-wheelers are Rs 350-500. The receipt and appointment slip are emailed immediately.
Step 5 — Attend the fitment appointment with the RC, a government ID (Aadhaar, driving licence, passport or PAN), and the vehicle itself. Fitment takes 10-15 minutes — the old plate is removed, the HSRP is riveted onto the existing bracket, and the fuel sticker is applied to the windscreen. Keep the paid invoice and the proof-of-fitment slip; these are what you show to an RTO or traffic officer if the plate is later disputed.
5. Fees by Vehicle Type and State
| Vehicle type | Typical fee range | What is included |
|---|---|---|
| Two-wheeler (motorcycle, scooter) | Rs 350-500 | 1 plate + fuel sticker + fitment |
| Three-wheeler (auto, e-rickshaw) | Rs 450-700 | 2 plates + fuel sticker + fitment |
| Car, SUV, MPV (private) | Rs 600-1200 | 2 plates + fuel sticker + fitment |
| Light commercial vehicle | Rs 700-1300 | 2 plates + fuel sticker + fitment |
| Medium/heavy commercial truck, bus | Rs 900-1500 | 2 plates + fuel sticker + fitment |
| Tractor, agricultural | Rs 500-900 | 2 plates + fitment |
Fees vary by state because each state negotiates with its selected HSRP vendor(s) and there is no single national tariff. Delhi typically sits at the higher end (Rs 1000-1200 for cars), Maharashtra and Karnataka in the middle (Rs 800-1000), and smaller states at the lower end (Rs 600-800).
There is no legitimate 'urgent' or 'express' fee. If a service claims same-day fitment for an extra Rs 500-2000, it is almost certainly not an authorised vendor. Use only the state-specific portal or the central bookmyhsrp.com.
Replacement plates — lost, stolen or damaged HSRP — follow the same fee structure as original plates. For a stolen plate, first file a police FIR, then book replacement through the portal with the FIR copy uploaded as evidence; this also triggers a VAHAN flag to prevent re-use of the stolen plate identity.
For a detailed walkthrough of how to read and verify your RC overall — not just the plate — see our complete VAHAN portal guide.
6. Fitment Appointment — What Actually Happens
Arrive at the fitment centre 10 minutes before your appointment slot with the printed appointment slip, the RC, the payment receipt and a government ID.
The operator will verify your identity and match the vehicle chassis and engine numbers to the booking record. Some centres require the vehicle's physical chassis number visible — on most Indian cars this is engraved on the firewall under the bonnet or on the right-hand rear door jamb. Have it ready to display.
The operator will remove the existing number plate, inspect the mounting bracket and clean it with a cloth. The HSRP is then placed in position, the two snap-lock rivets are driven home with a spring-loaded press, and the installation is photographed by the operator as evidence. The same process repeats for the rear plate.
The colour-coded fuel sticker is applied to the inside of the windscreen on the driver's side, typically in the top corner or at the level of the VIN plate. Make sure it is positioned so that it does not obstruct the driver's view.
The fitment centre will hand over a fitment invoice and a warranty certificate — HSRPs are typically warranted for 5 years against material defects. Keep both documents for at least 5 years. If the plate develops a fault within warranty, you can return to the same vendor for replacement under the warranty terms at minimal cost (usually just the fitment charge).
7. State-Wise Rollout Status in 2026
Complete and fully enforced (new and old vehicles both on HSRP): Delhi, Haryana, Punjab, Chandigarh, Uttar Pradesh, Maharashtra, Gujarat, Rajasthan, Madhya Pradesh, Tamil Nadu, Karnataka, Telangana, Andhra Pradesh, Kerala, West Bengal. In these states, any vehicle without HSRP is liable to fines and cannot renew fitness or insurance.
Substantially complete (most vehicles on HSRP, tail of old vehicles still pending): Bihar, Jharkhand, Odisha, Assam, Himachal Pradesh, Uttarakhand. Enforcement is active but targets primarily older commercial vehicles and certain rural passenger vehicles still on pre-2019 plates.
Active rollout continuing: Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Tripura, Sikkim. Rollouts are proceeding via local fitment centres; timelines for full compliance vary by state.
The rollout status matters when you buy a used car across state lines. A car that currently operates in a substantial-rollout state may still carry a pre-2019 plate, and the cost and time to transition it to HSRP after transfer should be factored into your purchase decision. The process of re-registering a vehicle when you move states is covered in our guide on moving your vehicle registration between states.
For pre-2019 cars that have not yet received HSRP — typically older commercial vehicles, vehicles in remote areas, or vehicles whose owners simply did not book — the state transport departments increasingly link HSRP compliance to fitness renewal, insurance renewal and RC transfer. Missing HSRP will eventually surface at the next paperwork milestone.
8. Penalties and Enforcement in 2026
Driving without an HSRP where HSRP is mandatory is a violation under MV Act Section 177 (General provision for punishment of offences). Fines are typically Rs 5000-10000 on the spot; the challan requires you to get HSRP fitted within 15-30 days and produce proof.
Repeated offences — being stopped again for the same violation — can escalate to vehicle impoundment under Section 207 (impoundment of documents and vehicle) until compliance. Some states including Delhi and Mumbai also link repeat violations to temporary RC suspension.
During RC transfer after a used car purchase, the transferring RTO will flag HSRP absence and require compliance before the transfer is processed. Similarly, fitness renewal (annual for commercial, every 2 years for 15+ year-old private cars) typically fails until HSRP is fitted.
Insurance claims are not directly voided by HSRP absence, but some insurers will note the non-compliance as a risk factor at renewal; a vehicle that is repeatedly challaned for HSRP non-compliance may see a higher premium or additional clauses.
The overall enforcement trend is tightening year-on-year. A reasonable assumption for 2026-2027 is that any passenger vehicle older than 5 years without HSRP in a Tier-1 city will face enforcement within 6-12 months, either at a checkpoint, at fitness renewal, or at insurance renewal.
9. HSRP and the Used Car Transaction
When inspecting a used car on VahanBazaar or any other platform, physically check the plate before you shortlist. Look for the chromium hologram at the top-left, the IND laser-etched code, and the two snap-lock rivets. All three should be present on both front and rear plates.
Verify the colour-coded fuel sticker on the windscreen matches the fuel type declared in the RC. Petrol/CNG — light blue. Diesel — orange. EV — green. A mismatch is a red flag worth investigating; it may indicate either the sticker was applied incorrectly or, in rarer cases, that the vehicle was retrofitted with a different fuel system without RTO approval (itself a Section 52 issue).
Ask the seller for the HSRP fitment invoice and warranty certificate. These prove that the plate was fitted through an authorised vendor — not faked at a roadside stall. A seller who cannot produce them should be approached with caution; the plate may need to be re-done at your cost after transfer.
When the car's ownership is transferred to you, the HSRP transfers with it — no new plate is issued for the same registration number. If you are moving the car to a different state and re-registering under a new state's RC, you will need a new HSRP matching the new registration number. Budget Rs 800-1500 plus fitment appointment time into your relocation costs.

Common Mistakes Indian Drivers Make
Avoid these mistakes: Common HSRP mistakes Indian owners and buyers make:
- Getting a roadside plate shop to stamp a 'HSRP-style' plate without rivets, hologram or laser etching — Getting a roadside plate shop to stamp a 'HSRP-style' plate without rivets, hologram or laser etching
- Paying a premium 'express' fee to an unofficial service that fits a counterfeit plate — Paying a premium 'express' fee to an unofficial service that fits a counterfeit plate
- Ignoring a fitment appointment reminder and missing the 30-day compliance window — Ignoring a fitment appointment reminder and missing the 30-day compliance window
- Buying a used car without physically checking for the chromium hologram and IND laser code — Buying a used car without physically checking for the chromium hologram and IND laser code
- Assuming HSRP transfers automatically to a new state-registered RC — it does not, a new plate is required
- Losing the fitment invoice and warranty certificate, then needing it at fitness renewal — Losing the fitment invoice and warranty certificate, then needing it at fitness renewal
- Driving a pre-2019 vehicle without HSRP in a Tier-1 city where enforcement is active — Driving a pre-2019 vehicle without HSRP in a Tier-1 city where enforcement is active
- Sticking a fuel sticker from a different vehicle onto the windscreen — it is linked to the VIN, not just the car
Real Indian Example — Buying a Used Car in Delhi Without Checking HSRP
Buyer A buys a 2017 Hyundai Creta in Delhi for Rs 7.5 Lakh. Physically checks the front plate and sees that the hologram is missing and the plate is held on by generic screws, not snap-lock rivets. Walks away — the plate is a counterfeit.
Buyer B buys a similar 2016 Hyundai Creta in Delhi for Rs 7 Lakh. Does not check the plate. Three weeks later, a traffic policeman at ITO checkpoint flags the non-HSRP plate.
| Outcome | Buyer A | Buyer B |
|---|---|---|
| Counterfeit plate caught | At purchase inspection | At traffic checkpoint 3 weeks later |
| Fine | Rs 0 | Rs 5000 |
| HSRP fitment cost | Rs 0 — avoided problem | Rs 1050 (Delhi car rate) |
| Time to resolve | N/A — bought a compliant car elsewhere | ~2 weeks to book + fitment + re-inspection |
| Insurance impact | Nil | Flagged at renewal, 5% premium loading |
A 30-second walk-around check at the time of inspection is worth all the enforcement and paperwork risk downstream. The chromium hologram, the IND laser code and the snap-lock rivets are the three things to verify every time — on every plate, at every used car purchase.
Final Thoughts
The High Security Registration Plate is one of the cheaper and more effective policy interventions in recent Indian road-transport regulation. For a one-time fee of Rs 500-1200 per vehicle, it raised the cost of plate fraud by two orders of magnitude and brought Indian vehicles into line with global best practice on physical-security identification. Book through bookmyhsrp.com or your state portal, pay online, attend the 15-minute fitment appointment with your RC and ID, and keep the invoice for five years. If you are buying a used car, verify the hologram, laser code and rivets in a 30-second walk-around before you commit. These small disciplines keep your car out of counterfeit territory, keep your insurance clean, and spare you from the roadside fine that catches Indian owners who waited one year too many.Frequently Asked Questions
For new vehicles, HSRP has been mandatory since 1 April 2019 — every vehicle sold new since that date leaves the dealership with an HSRP already fitted. For pre-April 2019 vehicles, states rolled out compliance deadlines progressively from 2020 to 2024. By 2026, most Tier-1 states — Delhi, Maharashtra, Karnataka, Tamil Nadu, Gujarat, Rajasthan, UP, Haryana, Punjab, MP, Telangana, Andhra Pradesh, Kerala, West Bengal, Chandigarh — consider HSRP fully mandatory and enforce fines for non-compliance.
Visit bookmyhsrp.com or your state transport department's HSRP portal — most states route through bookmyhsrp.com. Select your state and RTO, enter the vehicle registration, chassis and engine numbers from the RC, choose a fitment centre, pay online (UPI, net banking, debit/credit card), and attend the appointment with your RC and a government ID. The whole process takes 10-15 days end to end including appointment slots.
Fees vary by state and vehicle category but are typically Rs 350-500 for two-wheelers, Rs 600-1200 for cars and SUVs, Rs 700-1300 for light commercial vehicles, and Rs 900-1500 for trucks and buses. The fee is inclusive of two plates (one front, one rear — except two-wheelers which get one rear plate), the colour-coded fuel sticker, and fitment at the authorised centre. Delhi charges at the higher end; smaller states at the lower end.
No. HSRPs are supplied only by state-approved vendors — Rosmerta, Real Mazon, Utsav Safety Systems, FTA HSRP Solutions and a few others depending on the state — and fitted only at their authorised fitment centres. Any plate sold by a local roadside shop is a counterfeit, no matter how convincing, and driving with one is punishable under MV Act Section 177.
File a police FIR for lost or stolen plates, then book a replacement through bookmyhsrp.com or your state portal under the replacement flow. Upload the FIR copy as evidence. The replacement fee is typically the same as the original. For damaged (bent, faded, scratched but not lost) plates, you can book replacement without an FIR — just the damage photos uploaded in the portal.
Yes, the plate itself stays on the car — the HSRP is a physical attachment to the vehicle, and the registration number does not change during ownership transfer within the same state. The new buyer takes over the existing HSRP along with the car. If the car is moved to a different state and re-registered under a new number, a new HSRP matching the new registration number is issued at the buyer's cost.
EVs in India registered after October 2019 carry a green-background HSRP with white characters, distinguishing them from the standard white-background plate used for petrol, diesel and CNG vehicles. This applies to Tata Nexon EV, MG ZS EV, Mahindra XUV400, BYD Atto 3, Tata Tiago EV, MG Comet, Hyundai Kona Electric and all other electric cars and two-wheelers. The green HSRP is also accompanied by a green fuel-type sticker on the windscreen.
