Last week was about cars. This week was about everything else. The August data for three-wheelers and two-wheelers came in strong, and the guides that followed were for the people who buy those vehicles used: commuters, auto drivers, fleet owners and farmers. These are the buyers who rarely pay for an inspection, which is exactly why a lapsed date or a stale loan entry catches them more often. The week also cleared up two 1 October deadlines that many people had read as final.
The Market: Three-Wheelers Set the Pace
Three-wheelers retailed 1,22,281 units in August 2026, up 8.64 percent and their best August on record, with passenger autos up 23.11 percent. The fuel has changed underneath them. Electric models took 61 percent of three-wheeler sales in FY2026 and 65.30 percent of retail in August, while CNG slipped to 24 percent for the year. That does not retire the CNG autos already on the road. It means more of them will be sold, and the buyer has to check the permit, the cylinder hydrotest that falls due every three years, the fitness date and any loan. Owners selling an older auto or e-rickshaw now have a paperwork checklist that matches what a buyer will ask for.
On two wheels, TVS dispatched 5,91,437 units in August including exports, more than any other maker for the month. On domestic sales and retail registrations, Honda and Hero are still ahead, so the headline depends on the measure. Either way, a large pool of used Apaches, Jupiters and Ntorqs is on its way. Tractors were the one segment that lagged: registrations grew about 4 percent in the first 25 days of September against a high base, and the monsoon stood at 85 percent of normal in mid-September. For a farmer selling after the kharif harvest, that points to a slower, more price-sensitive buyer.

Rules: Two Deadlines That Were Only Drafts
Many fleet owners had been told that every truck and bus must carry drowsiness, blind spot and moving-off alerts from 1 October 2026. That date was from a draft. The final rules moved it to 2027 and 2028, and only for new vehicles, so a used truck bought today does not need a retrofit. The same caution applies to tractors. A February 2026 draft proposes TREM V emission norms from 1 October 2026 for tractors above about 75 HP and below about 25 HP, but at the time of writing we could not find a final notification, so treat those dates as proposed.
Other rules are real and already biting. In Maharashtra, a bike still on an old plate with no fitment booking can be compounded up to Rs 1,000, and that fine follows the registration number to the next owner. Maharashtra's amended school bus rules, gazetted on 16 July, give operators a reported three months, which points to around 16 October, so a used school bus needs its record read now. Delhi reopened e-rickshaw registration with one vehicle per driving licence and a yearly fitness renewal. And the Centre has asked states to allow private two-wheelers as bike taxis, though each state decides for itself.
The common thread. A rumoured deadline can push a buyer into a rushed deal, and a real one can leave a fine on the number. In both cases, the record and the official notification are the only things worth trusting.
See the Loan Entry Before You Pay

Two-Wheelers: Small Money, Same Paperwork
A used bike often changes hands for cash in an afternoon, with no inspection and no contract. That is where the paperwork goes wrong. The most common trap is the loan. Commuters sold in large numbers, like the Activa and Shine, are usually bought on finance, and the lender's name stays on the RC until the owner files Form 35. Even when the loan is closed, the seller's NOC is commonly valid for only 90 days, and an expired one will not clear the record. Our guide to hypothecation explains the entry itself.
The age is the next question. On a used Splendor or a Bullet or Classic 350, the registration date on the record, not the model year in the advert, sets the 15-year RC clock. The frame and engine numbers are the third: both are on the RC, and a mismatch is found at the RTO counter, weeks after the money has gone. A bike brought from another state needs a Form 28 NOC that lapses in six months, and most owners never claim the road tax refund. Cars: One Field Settles the Argument
Three car guides each came down to a single field on the record. On a used Innova Crysta, the vehicle class shows whether it ever worked as a taxi. On a 10-year-old diesel hatchback, the registration date decides whether it is an end-of-life vehicle in Delhi-NCR or an ordinary used car elsewhere. And on a used Creta, the owner count is on the record, while accident and claim history is not. Across 102 paid record checks on a Creta on VahanBazaar, 64 percent showed a single owner and 36 percent showed two or more.
Working Vehicles: Buying an Income
For an auto or a truck, the paperwork decides whether the vehicle can earn. Camera and document challans on an auto stay on the registration number and can block the transfer and the NOC. October's bank auction trucks are sold as is where is, so tax arrears, challans and lapsed papers can come with the lot. And a used backhoe loader that runs on public roads carries an RC like any other vehicle, so its loan and owner record can be read before any money moves.
What This Means for Used Vehicle Buyers and Sellers
For sellers, clear what you can before you list. If your loan is closed, get a fresh NOC and file Form 35 so the bank's name comes off the RC. Pay pending challans, because they block the transfer. A buyer who can see a clean record pays faster and argues less on price.
For buyers, the festive rush is the risk. With Navratri a week away, the pressure is to pay a token quickly. Read the record first: owner count, financier, vehicle class, registration date, fitness and insurance dates, and pending challans. None of it shows in the metal, and all of it follows the vehicle to you.

Closing the loan does not change the registration record by itself. The registered owner has to file Form 35 at the RTO with the lender's No Objection Certificate to remove the hypothecation entry. A lender's NOC is commonly valid for only 90 days from issue, so an old NOC sitting in a folder may no longer be accepted, and a fresh one has to be requested from the lender. A buyer should read the record for a financier's name before paying, not rely on a paper NOC.
Read the vehicle class on the registration record. A private car shows as a motor car or LMV, while a vehicle registered for hire shows as a motor cab or maxi cab. A commercial registration changes how the vehicle was taxed, insured and inspected, and a transport vehicle renews its fitness certificate far more often than a private car. The seller's description cannot settle this, but the record can, and an RC check on the registration number shows the vehicle class for Rs 99.
