For two weeks the numbers were about August. This week the September figures arrived, and they were records almost everywhere a used buyer shops: scooters and commuter bikes, autos, and heavy trucks. A record month for new vehicles is also a record month for trade-ins, so October and November will bring an unusually large supply of second-hand stock. More choice is good news for buyers. It also means more vehicles whose paperwork has not been looked at since they were bought.

The Market: A Record September, Three Times Over

Dealer body FADA counted 17,90,188 two-wheelers retailed in September 2026, up 33.08 percent and the best September on record. Part of that jump is a weak base, because buyers in September 2025 waited for the GST cut on bikes up to 350cc. Honda led with a 26.19 percent share. Many of those sales came with an exchange, which is why October's used market is full of Activas, Shines and Splendors. An exchange scooter has often passed through the trade's name, so the owner serial number on the record can already be one higher than the advert says.

Three-wheelers had their best September too, at 1,32,570 units, with passenger autos up 37.64 percent and electric models at 64.90 percent of the total. Drivers upgrading leave behind two- and three-year-old CNG autos and early e-autos, and a used auto is only worth what it can legally earn. Commercial vehicles crossed 1 Lakh in a September for the first time, at 1,03,557, and heavy truck retail rose 46.22 percent to 32,310, largely on fleet replacement. The trucks those fleets retire are the used market's October and November supply.

Rules: Delhi-NCR's Pumps Start Reading the Record

From 1 October 2026, under CAQM Direction No. 101, vehicles without a valid PUC certificate are not to be refuelled anywhere in Delhi-NCR. In Delhi, about 500 fuel stations have number plate cameras that check PUC validity against the national vehicle database before fuel is dispensed. For anyone buying a used bike or scooter in Delhi, Gurugram, Noida, Faridabad or Ghaziabad, the PUC date now matters on the ride home. A short lapse on a bike in daily use is usually carelessness. A long gap can mean the bike was parked, dodging cameras, or could not pass the test, so make a fresh PUC a condition of sale. Our PUC guide explains the test itself.

Two-Wheelers: Recalls and a Changing Service Network

Honda Motorcycle & Scooter India recalled 96 Rebel 500 motorcycles on 3 October over a handle-lock fixing screw. A much larger recall is still open: Yamaha's January campaign covers 3,06,635 Fascino 125 and RayZR 125 Fi Hybrid scooters built between 2 May 2024 and 3 September 2025, over the front brake caliper. A recall follows the chassis number, not the owner, and the RC never records whether the repair was done. The record does give the chassis number and manufacture month, which are what the maker's recall lookup asks for. The repair is free at an authorised dealer, so an open recall is a condition of sale rather than a reason to walk away.

Ola Electric opened sales and service to dealers on 6 August, hosted about 150 dealer partners at its first Dealer Day on 9 October, and is turning its own stores into demo and test-ride centres. For a used S1 buyer, that means confirming an open service point nearby first. The company describes its battery warranty as 8 years or 80,000 km and transferable to a second owner, so ask the dealer for the exact transfer steps. The registration date on the record, not the seller's story, sets how much of that warranty is left. Most e-scooters were bought on finance, so read the hypothecation entry too.

Working Vehicles: Class, Permit, Fitness

On a used auto, check the vehicle class before anything else. A passenger auto must be a transport vehicle, and an e-rickshaw and an L5 e-auto are different classes with different rules on routes and permits. Transport vehicles need a fitness test every two years up to 8 years of age and every year after that, and pending challans can block both the fitness renewal and the permit. On a car a challan is a bill. On a truck it can stop the vehicle earning.

What This Means for Used Vehicle Buyers and Sellers

For sellers, the trade-in wave means more competition. A clean, visible record stands out: clear the loan entry with Form 35, renew the PUC and insurance, and pay pending challans before you list. A buyer who can see all of that argues less on price.

For buyers, a bigger supply is the best time to be choosy. Read the record before the token: owner serial number, financier, vehicle class, registration date, PUC, insurance and fitness dates, and pending challans. For a two-wheeler, add the chassis number to a recall lookup. None of this shows in the metal, and all of it follows the vehicle to you.

Does the RC show whether a used scooter's recall repair was done?+

No. Neither the RC nor the VAHAN record carries recall information. The record does give the chassis number and the manufacture month, which is what you need to check a recall yourself on the manufacturer's recall lookup. Whether the repair was carried out shows only on the dealer's job card or on the manufacturer's lookup. A recall repair is free at an authorised dealer whoever owns the vehicle, so an open recall is a condition to put on the sale.
