Every vehicle in India has a registration number that lives in VAHAN. The battery inside an electric vehicle, which is often the most expensive single part of it, has nothing of the kind. It can be swapped, refurbished, moved into another vehicle or sold on, and no government record follows it. The Ministry of Road Transport and Highways wants to change that. In early January 2026 it released draft guidelines for a Battery Pack Aadhaar Number, a 21-character identity plus a QR code for every EV battery pack made, imported, sold or deployed in the country. It is a draft. Nothing on the road today carries one.
What Battery Aadhaar Actually Is
The formal name is the Battery Pack Aadhaar Number, shortened everywhere to BPAN. The nickname "Battery Aadhaar" is the press shorthand, and it is a fair one: the idea is a single, unique, lifelong identity for a battery pack, the way Aadhaar is a single identity for a person and a registration number is a single identity for a vehicle.
The draft describes three layers. The first is the number itself: 21 alphanumeric characters, unique to one pack. The second is a QR code that carries the pack's static details and can be read offline, without a network connection. The third is a government-managed digital portal where the pack's dynamic data is uploaded over its life. Both the number and the QR code must be physically marked on the pack, and the draft is specific that the marking has to sit somewhere it cannot easily be destroyed or worn away.
The static layer covers what a pack is: the manufacturer, the chemistry, capacity and voltage, the material composition and a carbon footprint figure. The dynamic layer covers what has happened to it: state of health, charge and discharge cycles, thermal events, usage history and, eventually, its end-of-life or repurposing status.
Who it covers
The draft starts with EV batteries, which account for the large majority of India's lithium-ion demand, and it is not limited to cars. It names the L category, which is two and three-wheelers, alongside the M category for passenger vehicles and the N category for goods vehicles. Industrial batteries above 2 kWh are also brought in. Starting, lighting and ignition batteries, the ordinary 12-volt kind, and small portable batteries are left out. So an electric scooter's pack, an e-rickshaw's pack, a Nexon EV's pack and a delivery van's pack would all fall inside the same system.
Status, stated plainly: this is a draft guideline. The proposed route to make it binding is through an Automotive Industry Standard, but as of September 2026 no compliance date has been published, no pack on the road carries a BPAN, and the timeline for the portal is not fixed. Everything in the next two sections describes what a buyer will be able to do once the system is live, not what they can do today.
What a Buyer Would Eventually Be Able to Scan
Picture the used-EV inspection once this is running. The buyer opens the battery compartment or reads the label on the pack, scans the QR code, and gets the static record on the spot: this pack was made by this manufacturer, in this month, with this chemistry and this rated capacity. That alone answers a question no document answers today: is this the pack the vehicle left the factory with?
The portal layer goes further. With the BPAN, an authorised check could return the pack's state of health, how many cycles it has been through, whether it has logged thermal events and whether it has ever been flagged for repurposing or recycling. Battery swaps and refurbished packs
The scenario BPAN is really designed for is the pack that has been changed. A used EV with a replacement battery is not necessarily a bad buy; a new pack can make it a better one. But a used EV with an undocumented replacement pack, or a refurbished pack built from mixed cells, is a different proposition, and today there is no way to tell the two apart from the paperwork. A pack-level identity ends that. If the BPAN on the pack does not match the BPAN recorded against the vehicle at first sale, the buyer knows a swap happened and can ask when, why and with what.
Warranty, resale value and fire safety
Three consequences follow for the used market. The first is warranty. Most EV battery warranties in India attach to the vehicle and first owner in ways that change or lapse on transfer, a point we set out in our piece on why a lifetime battery warranty often does not transfer. A pack-level record would at least let a manufacturer see, unambiguously, which pack it is being asked to honour a claim on.
The second is resale value. A used EV with a scannable, verifiable battery history should hold its price better than one without, in the same way a car with a full service record does. The third is fire safety: thermal events logged against a pack identity make it much harder for a pack with a history of overheating to reappear in a new vehicle.
Why Two-Wheelers and E-Rickshaws Are the Real Test
The coverage of Battery Aadhaar has mostly used pictures of electric cars. The numbers say the system will live or die on scooters and three-wheelers. Electric two-wheeler registrations in India reached 1,80,569 units, just over 1.8 Lakh, in August 2026, up 65% on the same month a year earlier, according to VAHAN data compiled by Nuvama Institutional Equities and reported by Autocar Professional, and cumulative registrations for the first five months of FY2026-27 crossed 9 Lakh. Those scooters are the used EVs of 2028 and 2029.
They are also the vehicles where battery identity matters most. Scooter packs are small, portable and, on many models, removable by design. An e-rickshaw pack is replaced as a matter of routine, often with a lead-acid or lithium unit from whoever is cheapest that month. Passenger EVs matter too, and their numbers are climbing fast. Tata Motors reported 16,549 EV sales in August 2026, up about 94% on the year, with an EV VAHAN market share the company put at 43.74% for the month. Those cars will reach the used market with three to four years on the pack, which is exactly when a buyer most wants a state-of-health figure they did not have to take on trust.
The EU comparison, for context: the European Union's battery regulation requires a digital battery passport, accessible by QR code, for EV batteries, light-transport batteries and industrial batteries above 2 kWh placed on the EU market from 18 February 2027. India's draft follows the same logic, a pack-level identity with public and restricted data layers, but the Indian timeline is not yet set and should not be assumed to match.

The Practical Gap: What Exists Today
Here is the position a used-EV buyer is actually in, this month. There is no battery ID. The pack in the vehicle in front of you has no record that follows it, and the seller's account of its history is the only account there is. What does exist, and has existed for years, is the record of the vehicle the pack sits in.
The VAHAN record, held against the registration number, is the one government document that says who owns this vehicle and on what terms. It records the number of owners, whether a lender holds a hypothecation, whether the registration is active or has been cancelled or blacklisted, and whether insurance is valid. It does not know what is inside the battery. But it knows whether the person selling you the battery is entitled to, and on an EV that matters more than it does on a petrol car, for one reason.
Why the hypothecation flag is the EV buyer's first check
On a used petrol hatchback the engine is one component among many. On an EV the battery can be a third or more of the vehicle's value, and a lender who holds a hypothecation on the vehicle holds it over the battery too. If the seller has an unpaid loan, the RC cannot be transferred cleanly, and the buyer has effectively paid full price for a pack a bank still has a claim on. The second existing check is the manufacturer's warranty and service record, because the warranty terms decide whether a failing pack is the maker's problem or yours. The third is a state-of-health readout, from a dealer diagnostic or the vehicle's own app, which is the closest thing today to the dynamic data BPAN would one day carry. What to Check Before You Pay for a Used EV or E-Scooter Today
The order below puts the cheapest, most decisive step first. Most bad purchases end at step one, before the buyer has travelled anywhere.
- Pull the VAHAN record on the registration number. Owner count, hypothecation flag, registration status, insurance validity, blacklist flags and pending challans. If a lender still holds the vehicle, stop and ask for the loan closure and NOC before anything else.
- Match the seller to the record. The name on the RC is the person entitled to sell the battery. A "friend's vehicle" or an unregistered transfer is a red flag on any vehicle and a bigger one on an EV.
- Ask for the warranty terms and service history. Find out whether the battery warranty survives a change of owner and on what conditions. Check for a battery replacement in the service record: a replaced pack is fine, an undocumented one is not.
- Get a state-of-health readout. Dealer diagnostic or the vehicle's app. Compare it with the rated capacity and the vehicle's age. On a scooter, ask whether the pack is original and whether it has been opened.
- Inspect the pack label yourself. Today there is no BPAN, but there is usually a manufacturer serial. Photograph it. If a swap is discovered later, that photo is your evidence of what you were sold.
- Check for a subscription battery. Some EVs were sold with the pack on a separate subscription, which the RC will not reveal; see what the RC will not show on a used BaaS EV.
- Re-run the record check just before payment. A hypothecation can be added, and insurance can lapse, between the first enquiry and the day the money moves.
Do not let a promised system stand in for an existing one. A seller who says the battery "will be traceable soon" is describing a draft. What you can verify today is who owns the vehicle, whether a bank has a claim on it, and whether it is legally on the road. That check exists, and it costs Rs 99.
What This Means for Used EV Buyers and Sellers
For buyers, the honest summary is that Battery Aadhaar is good news arriving on an unknown date. When it lands, the used-EV market gets the one document it has always lacked: a pack-level record that survives swaps and transfers. Until it lands, the discipline is to check what can be checked. The VAHAN record on the registration number is the only government statement about ownership, loan and legal status that exists for an EV today, and on a vehicle where the battery is the asset, ownership of the vehicle is ownership of the battery. Rs 99 for the RC check, Rs 99 for the challan check, or Rs 149 for both, is a small price for knowing that the pack you are paying for is the seller's to sell. For sellers, the arithmetic points the other way but lands in the same place. Buyers check the record, so a listing that already shows a clean RC, a closed loan and the battery's diagnostic figure sells faster and closer to asking. One point is worth keeping in view. India already has a mature, national identity system for vehicles, and it is VAHAN. Battery Aadhaar is an attempt to build the same thing one level down, for the component that makes an EV an EV. The two will eventually sit side by side. Only one of them is available this week, and a used-EV buyer should use it.
