Last week was about the calendar. This week was about the challan. A Supreme Court order turned an unpaid fine into a lock on the vehicle's paperwork, and the week's numbers showed how many vehicles carry one. Add a festive market short of deliverable cars and Delhi's winter truck rules, and it all lands on the registration record of the vehicle changing hands.

Challans: The Week the Bill Became a Lock

In the road-safety case S. Rajaseekaran v. Union of India, the Supreme Court was told that states had issued e-challans worth about Rs. 49,194 Crore and recovered only Rs. 26,175 Crore. Its order of 28 September, reportedly uploaded on 1 October, directs states to impound vehicles found with unpaid e-challans at random checks and to block their ownership transfer until the dues are cleared. A challan sits on the registration number, not the driver, so a buyer who pays first can end up with a vehicle they cannot register.

Then came the size of the pile. On 13 October Gurugram police stopped a UP-registered dumper with 242 pending challans worth Rs. 35.43 Lakh from four states. On 19 October they impounded a bike with Rs. 1.79 Lakh in fines, about three times what a used commuter bike of that kind typically sells for, and between 1 and 14 October they seized 1,676 vehicles without number plates. Bihar's Durga Puja drive issued more than 16,000 e-challans by 13 October, and Patna's AI cameras reportedly produced Rs. 63.81 Lakh of e-challans in two days, sent to the mobile number on the record. In Pune, roadside challan machines reportedly returned on 23 October after about two months.

There is one cheaper way out. Kerala, with more than 1 Crore eligible challans, offers a 50% discount from 1 November 2026 to 31 January 2027 on eligible fines issued up to 31 March 2026. And Delhi's traffic Lok Adalat sits on Sunday, 25 October, for challans already sent to court. One report puts the cut-off at challans pending up to 30 June 2026, subject to the official notice.

A challan check on any registration number lists the pending e-challans recorded against it. Rs. 99, or Rs. 149 with the RC record, owner count and lender flag.

Festive Market: Buyers Waiting for Cars

FADA's provisional Navratri data, for 11 to 20 October, put passenger-vehicle retail at 1,82,728 units, down 21.91%. Buyers had not gone away; the festival ran short of cars that could be delivered. Maruti Suzuki said its pending bookings reached 2.7 Lakh after Dussehra, so a fresh booking on a popular variant may not deliver by Diwali on 8 November. Commercial vehicles were the only segment to grow, up 1.12%, and industry estimates expect used-car sales to grow 12 to 15% this quarter, with prices broadly flat.

For sellers, the festive offers are the number to beat. The Victoris's up to Rs. 1.65 Lakh is a stack of conditional benefits, and its exchange bonus is paid only against a trade-in. Hyundai announces the Bayon's prices on Monday, 26 October, and most two-wheeler offers reportedly end on 31 October, so do the maths against a used Pulsar first. The GST Council's recommendation of input credit for used-car dealers is not yet notified, and a private seller pays no GST either way.

Launches: What the New Ones Push Onto the Used Market

The XUV 3XO CNG at Rs. 9.99 Lakh sets a ceiling for used CNG compact SUVs, and the RC shows whether a used car's CNG kit is endorsed on the record, which matters most with a fitted kit. The Glanza facelift at Rs. 6.99 Lakh moves to a three-cylinder engine, so an older four-cylinder Glanza or Baleno has a few months as a selling point. Audi India says one in three of its sales goes to an existing Audi customer, so the new Q3 at Rs. 51.99 Lakh is likely to bring older Audis onto the used market. And the Xtreme 160R 4V, Pulsar N250SS and Z300 launched within a week, which usually means more used 160 to 250cc bikes for sale.

Delhi-NCR Winter Rules: Trucks First, Then Older Diesels

From 1 November, commercial vehicles that are not BS-VI and are registered outside Delhi cannot enter the city until 31 January 2027. CNG, electric, emergency and government-work vehicles are exempt. CAQM's revised GRAP has 48 actions over four stages, and its Stage III curb on BS-III petrol and BS-IV diesel cars now covers Sonipat. The model year does not settle the norm, because BS-IV stock was sold until 31 March 2020. Read it on the record, as our BS-IV or BS-VI guide explains.

NCR owners of BS-IV trucks may not have to scrap. Reports on the PARIVARTAN guidelines say the replacement benefits can also be claimed by selling the vehicle outside the NCR, in an eligible town not covered by the National Clean Air Programme, with proof of re-registration. Gujarat offers up to 50% off the tax on a new vehicle for scrapping a BS-I or older vehicle, or a BS-II heavy commercial vehicle, with the scrapping certificate issued by 31 March 2027. The BS7 draft is only proposed, for cars built from 1 April 2029, and does not touch a registered BS6 car. In Maharashtra, a drive against out-of-state cars saw Thane RTO issue 150 penalty notices.

Plates and Paperwork: When the Number Does Not Match

Hyderabad Traffic Police said 100 vehicles were seized over fake or tampered plates in about eight months, and 88 of them were two-wheelers. Delhi Police recovered five stolen vehicles from a gang that fitted fake plates and sold cars outside the city. In Panchkula, a modified SUV and a converted 4x4 were impounded with challans of Rs. 22,500 and Rs. 28,500. A car written off by its insurer should have its RC cancelled, so check the RC status before bidding on a total loss. In every case, the plate, the chassis number and the record have to match. Separately, insurers have asked IRDAI for risk-based motor premiums; IRDAI has not issued a draft.

Electric and Three-Wheelers

Electric two-wheeler registrations hit a record about 2.07 Lakh in September, while the e Vitara registered 1,116 units, down 24.1% on August. Delhi's draft e-rickshaw scheme proposes a cap of 2.5 Lakh e-rickshaws and a compliance certificate tied to one vehicle and one named driver. Kangra's RTA will issue e-auto permits for unemployed youth in nine subdivisions.

What This Means for Used Vehicle Buyers and Sellers

For sellers, clear the challans before you list. Use Delhi's 25 October Lok Adalat if you can, or Kerala's half-price window from 1 November, close any loan, and compare the exchange offer with a private sale before Dhanteras on 6 November.

For buyers, a pending challan can now stop the transfer, so check the number before the token, not after. Then match the plate to the record, read the emission norm on any NCR diesel or truck, and file the transfer forms on the day of sale.

Read the Record Before the Festive Token

Vahan Verify pulls the RC record for Rs. 99, the challan record for Rs. 99, or both for Rs. 149, from the registration number alone. Selling a car? A Rs. 99 verified listing puts a checked record in front of buyers before Dhanteras.

Frequently Asked Questions

What happened in Indian motoring between 19 and 25 October 2026?+

Unpaid challans dominated the week. A Supreme Court order of 28 September, as reported, directs states to impound vehicles with unpaid e-challans and to block their ownership transfer, and enforcement numbers followed: a dumper with 242 pending challans and a bike with Rs. 1.79 Lakh of fines in Gurugram, more than 16,000 e-challans in Bihar's Durga Puja drive, and a 50 percent discount on old fines in Kerala from 1 November. FADA's provisional Navratri data showed passenger vehicle retail down about 22 percent, with commercial vehicles the only segment to grow, while Maruti Suzuki said its pending bookings reached 2.7 Lakh. Delhi's entry bar on non-BS-VI commercial vehicles registered outside the city starts on 1 November.

Can a used vehicle be transferred to my name if it has unpaid challans?+

Often not, and more so as states apply the order. The Supreme Court's 28 September 2026 order, as reported, directs that ownership transfer be blocked, and the vehicle blacklisted in the national vehicle registry, until the dues are cleared, and several states already stop transfers on pending challans. A challan is recorded against the registration number, not the driver, so it stays with the vehicle after the sale. Check the challans on the number before you pay a token, and have the seller clear them, or take the amount off the price, before the transfer forms are filed.

Which challans does Kerala's 50 percent discount cover?+

The Kerala Motor Vehicles Department has announced a 50 percent discount on pending traffic fines, payable from 1 November 2026 to 31 January 2027. It covers challans issued on or before 31 March 2026 by the MVD or Kerala Police where the matter has not gone to court. Challans issued after 31 March 2026 are payable in full. If you are buying a used vehicle in Kerala, check the date on each pending challan, because only the older ones can be settled at half price.

Can a BS-IV truck registered outside Delhi still enter Delhi after 1 November 2026?+

No. Under the Delhi government's winter framework, commercial vehicles that are not BS-VI compliant and are registered outside Delhi are barred from entering the city from 1 November 2026 to 31 January 2027. CNG, electric, emergency service and government-work vehicles are exempt. Do not judge a truck's emission norm by its model year, because BS-IV stock was sold until 31 March 2020. Read the norm on the registration record.
