Every safety mandate does the same two things. It improves the vehicles built after it, and it quietly devalues the ones built before it. The two-wheeler ABS requirement is the clearest example India's used market has seen in years, and the second effect is the one nobody is talking about.
On 23 June 2025, MoRTH issued a draft notification proposing that all L2-category two-wheelers — that is, machines above 50cc or capable of more than 50 km per hour — be fitted with an anti-lock braking system compliant with Indian Standard IS14664:2010, with a proposed effective date of 1 January 2026. Before that proposal, ABS was mandatory only on two-wheelers above 125cc, which is a long-standing requirement and not in dispute.
What that does to the used market is simple to state and awkward to act on. It splits the stock into two piles. And unlike almost every other difference between two used bikes, this one is not visible in a photograph, not reliable in a variant name, and not something a seller is obliged to know.
What the Draft Notification Actually Says
It is worth being precise here, because a great deal of secondhand summarising has already muddled the detail.
Which two-wheelers it covers
The category named is L2, defined for this purpose as two-wheelers above 50cc or capable of exceeding 50 km per hour. That is a deliberately wide net. It catches the commuter 100cc and 110cc machines that make up the overwhelming bulk of India's two-wheeler parc, and it catches the scooters that families buy for school runs and short commutes. Those are precisely the machines that sat outside the previous above-125cc rule.
The standard cited is IS14664:2010, which matters because it means the requirement is not simply "some form of anti-lock system" but a system meeting a defined specification. For most of the affected models, meeting it in practice means adding a front disc brake where the machine previously had drums at both ends, and fitting a single-channel ABS unit working on that front wheel.
The price and the helmets
The reported price impact on a new two-wheeler requiring that front disc plus single-channel ABS combination is roughly Rs. 3,000 to Rs. 5,000, and possibly lower where a manufacturer chooses to absorb part of it rather than pass it through to the sticker. On a commuter machine that is not a trivial percentage, but it is not a transformative one either.
The same package of requirements also obliges manufacturers and dealers to supply two BIS-certified helmets with every two-wheeler, one for the rider and one for the pillion. That clause has had less attention than the braking one, and it is a genuinely sensible piece of drafting: a helmet supplied in the box is a helmet that exists, which is more than can be said for the pillion helmet in most Indian households.
ABS above 125cc is settled and has been for years. ABS on everything above 50cc is a draft notification with a proposed effective date of 1 January 2026. Those are two different statements with two different levels of certainty, and conflating them is how a buyer ends up assuming a 2019 commuter bike must have anti-lock brakes. It need not. The wider requirement is the new part, and the used stock predating it is the subject of this article.
The Line That Now Runs Through the Used Market
Here is the practical consequence. From the changeover onwards, a buyer looking at nearly new stock can reasonably expect ABS as standard. Looking at anything built before it, they cannot expect anything at all. Two bikes of the same model and the same apparent vintage can sit on either side of that line.
That produces a valuation split that is only going to widen. As the post-changeover machines start filtering into the resale market in volume over the next two and three years, the pre-changeover commuter stock acquires a specification gap that cannot be retrofitted cheaply and cannot be argued away. Used two-wheeler demand is already running hot — used bikes now outsell new ones by roughly 1.8 to 1 — and a market that large does not stay indifferent to a safety feature that buyers can name.
None of which makes a pre-2026 bike a bad purchase. Millions of them are perfectly sound machines that will run for years. It makes the specification a price input, which is a different thing entirely, and one you can only use in a negotiation if you know for certain which side of the line the bike falls on.
Why the Model Year in the Advert Is Not the Date That Matters
This is where most buyers go wrong, and it is not their fault. The advertisement says "2024 model" and that feels like a fact. It is usually an approximation, sometimes a guess, and occasionally a convenience.
Date of first registration and month and year of manufacture
Two dates actually date a vehicle, and the registration record carries both. The month and year of manufacture is when the machine was built. The date of first registration is when it entered the records as a road-legal vehicle. They are frequently not the same. A bike built in one year can sit in a dealer's stock and be registered in the next, which is exactly the scenario that puts a machine on the wrong side of a changeover date from what its advert claims.
For an ABS question those two dates are the foundation of the whole enquiry, because the fitment follows what the factory built, not what the seller remembers. A bike manufactured in late 2025 and registered in early 2026 is a 2026-registered machine built to a pre-changeover specification. Nothing in the advert will tell you that. The record will.
Variant names are not a safety specification
The second trap is the variant badge. Manufacturers routinely sold ABS and non-ABS versions of the same model side by side, often separated only by a trim suffix, and those suffixes get dropped, abbreviated or invented in classified listings. Bodywork and stickers get swapped over a bike's life. Two machines of the same model, same year, same colour can differ on this point, and the listing copy will read identically.
So the sequence has to be: establish what the machine really is and when it was really built, from the record; then confirm the hardware with your own eyes. What the Rs. 49 Record Check Does and Does Not Tell You
We will be straight about this, because being straight about it is the entire point of the section.
The record check does not return an ABS flag. There is no field in it that says anti-lock brakes fitted or not fitted. Anyone who tells you otherwise is selling you something that does not exist, and you would find out at the worst possible moment.
What the check does return, against the registration number and drawn from the VAHAN database, is the date of first registration and the month and year of manufacture, the make, model and variant, the owner name and owner serial number, the engine and chassis numbers, RC status, blacklist and NOC flags, hypothecation or loan status with the financer name, insurance validity, PUC status, the registered RTO, road tax status and fitness validity.
Read that list again with the ABS question in mind. It dates the bike, it confirms the bike's identity, and it tells you whether the bike is legally clean. Those are the three things the ABS question sits on top of, and they are the three things you cannot establish by looking at the machine. The specification question itself is the easy one; the dating and identity questions are the hard ones, and those are exactly what the check answers.
It also answers a set of questions that matter a great deal more than ABS if they go the wrong way. How to Confirm ABS on the Bike Itself
Once the record has told you what the machine is and when it was built, settling the ABS question takes under a minute and needs no tools. There are two checks and you should do both.
Look at the wheel hub
On an ABS-equipped two-wheeler, usually at the front wheel, there is a toothed sensor ring mounted at the hub — variously called a tone ring, a reluctor ring or a pulser ring. Sitting close to it is a small sensor, with a thin wire running away from it and up along the fork leg, secured by clips. That assembly is what the system reads wheel speed from, and it is not subtle once you know to look for it.
A machine without ABS has a plain hub at that point. No toothed ring, no sensor, no wire running up the fork. The difference is obvious side by side and clear enough on its own once you have seen one of each.
Watch the instrument cluster
Turn the ignition on without starting the engine and watch the cluster. An ABS-equipped machine runs a self-check and illuminates a dedicated ABS warning lamp while it does so. That lamp should then extinguish once the bike is moving above walking pace.
Both failure modes are worth knowing. A lamp that never lights at all on ignition suggests either no system or a bulb that has been removed, and the second of those is not a happy thought. A lamp that lights and stays on once moving means the system is fitted but reporting a fault, which is a repair cost and a negotiation point rather than a deal-breaker — but only if you find it before you pay.
Many bikes also carry an ABS badge on the bodywork or the cluster face. Treat that as a hint, never as proof. Panels get swapped, stickers get applied, and a badge costs nothing to fake. The sensor ring and the warning lamp are the evidence.
This is the one part of a used two-wheeler inspection that cannot be delegated to a record, a photograph or a phone call. Whatever the advert says, whatever the variant name suggests, and however confident the seller sounds, go and look at the hub and watch the cluster. It costs a minute. Getting it wrong costs the difference between two specifications, and on a machine you may ride for years, rather more than that.
What This Means for a Used Two-Wheeler Buyer
Put the pieces together and a workable sequence falls out. It is not elaborate, and the order is what makes it work.
First, run the record check before you travel. The registration number is visible in most listing photographs and in almost every message a seller sends, and that is the only input required. You get the month and year of manufacture and the date of first registration, which between them place the machine on one side of the changeover or the other. You also get the loan, blacklist, insurance, PUC, tax and fitness position in the same view. If any of those come back badly, the ABS question becomes academic and you have saved yourself a journey.
Second, price the specification honestly. A pre-changeover commuter bike is not a bad bike. It is a bike missing a feature that the market is about to treat as standard, and that belongs in the number you offer rather than in a grievance you discover later. Sellers of older stock should expect the question and would do better to answer it straight than to let a buyer find out at the hub.
Third, do the two physical checks on arrival. Hub first, then ignition on and watch the cluster. Before the test ride, not after, and certainly before any token money.
Fourth, keep the rest of the two-wheeler checklist in view. ABS is one line in a longer list. The RC checks specific to a used bike cover ground a car buyer never has to think about, and if the machine is getting on in years, the 15-year re-registration and fitness position is a cost you want priced in before you commit rather than discovered at the RTO.
Fifth, remember the helmets. Two BIS-certified helmets come with a new two-wheeler under these requirements. They do not come with a used one. If you are buying secondhand, budget for a pillion helmet that actually fits the person who will wear it, because the one thrown in with the bike rarely does.
Date the Bike First. Then Look at the Hub.
